Quality improvement entails combining efforts among heath care staff and stakeholders in diagnosing and treating problems in the system. However, many stakeholders and professionals fail to get the requisite training and education in quality improvement approaches, which make it difficult for them to effectively participate in improvement efforts (Goldstein et al., 2020). As such, different levels of stakeholders must receive training and education when implementing a quality improvement project. There are four levels of stakeholders who participate in quality improvement projects. These include primary, secondary, tertiary, and system integrators.

Primary stakeholders are those entities and individuals with direct and main interests in the operations of a healthcare organization. The majority of these stakeholders invest resources directly to facilitate quality improvement projects and their participation is very critical when implementing improvement projects. The primary level is important when stakeholders get educate and trained since quality starts at the grassroots (Silver et al., 2017). The outcome of quality improvement initiative can only be effective if these stakeholders have necessary expertise, knowledge, understanding and appreciation of the project leading to better quality project.
