Although Health Information Systems (HIM) has existed for more than three decades, the methods of evaluating outputs and outcome from the HIM systems has been a challenge to health care management across the globe (Tsai et al., 2020). Again, those in need of measuring the effects of the HIM in healthcare systems have also been undergoing various challenges. Evaluation and analysis of the HIM system always incline on the positive outputs like user satisfaction, improved work output, and financial benefits. The purpose of this paper is to identify appropriate analytical evaluation tools to help the Vila Health organization develop a successful strategic plan.

Analytical Tools for Vila Health

Analyzing the impact of the HIM on the two rural hospitals would be done using different methods. Vila health needs to gain important information about the new system and how it would affect and change the healthcare operations at these clinics (Palanisamy& Thirunavukarasu, 2019). The analysis of the entire system of the two hospitals would allow the management to project advancement that needs to be made in the system to improve outcomes. Analyzing the performance of employees in the two health care centers will be carried out using the performance reviews. This tool is a formal assessment where the manager can evaluate each employee’s performance by acquiring data on strengths, weaknesses and offering feedback that further aid in setting future goals (Palanisamy& Thirunavukarasu, 2019). The performance appraisal data obtained from the nurses in the two hospitals would be important in analyzing the strengths of each health worker in the two institutions. The overall results from the appraisal data would communicate workers’ abilities and assign duties according to the strength of each employee. Besides, the tool would be important in determining employees in need of additional training on the new HIM system. The outcome from the performance tool would be significant in streamlining all employees in gaining a better understanding of the new system.

The workflow analysis in the two rural centers would be done through qualitative and quantitative data collected from the employees. The management would first understand the sub-processes and workflow at the two clinics. For instance, the management would be keen on transferring information between the healthcare professionals using the new EHR system. The overview of the workflow from the new system would allow the management to understand sections that need improvement (Saha et al., 2020).   After understanding the new system, gathering information on the sub-processes would be significant in examining the problem. The employees would fill out health survey data to determine the interaction of the new system on employees. The employees would have the freedom to record their perceptions about the new system and the recent problems they might be facing while interacting with the system (Maheu et al., 2018). This tool would aid in collecting important data on workflow and provide insights on the new advancements needed in improving workflow.

The system design analysis would be done by carrying out a feasibility study on the entire system. IT experts from developed healthcare units with experience in the effectiveness of HIM in health care would be assigned the task of undertaking the study (Saha et al., 2020). This tool would be significant in identifying the possibilities of improving the new system at the two health care institutions. The report from the health IT experts would provide estimates for further development of the system. The feasibility study would as well be important in determining how the new EHR system would align with the needs of the newly acquired rural healthcare centers. Therefore, the objective of Vila health would be to ensure that the HIM aligns with the needs of the patients in the rural healthcare centers.

The organization’s performance would be analyzed by interviewing the management team. The increased or decreased performance of the new system would be obtained from the heads of departments. For example, the head of the finance of the new two rural hospitals would be interviewed on the financial performance that each clinic has been shaping from the inception of the new system (Tsai et al., 2020). Nurse managers would as be interviewed to relay more information on the overall performance of the nurses and the effect that each nurse at the clinic. The qualitative data from the heads of the department provides the general growth trend that the organization is adopting in comparison with the new system installed in the overall management.

Influence of Strategic Plans and Goals of Hospitals on Health Care Information Technology Selection, Design, Build, and Implementation

A strategic plan of goals for HIM technology leads to the delegation of the decision-making process. Despite the efforts that the management of the two rural clinics would put towards the achievement of goals, it is difficult to make employees think as managers. A well-written strategic plan provides a framework for the decision-making process on the type of technology that the rural clinics would need. In developing the strategic plan, healthcare professionals must be certain that all the healthcare activities align with the drafted plan (Tsai et al., 2020). Again, the strategic plan would empower the healthcare workers to adopt new technology faster. It allows them to move with the initiative faster without involving the management in all decisions about the new technology. A decision-making process that links the thinking of employees and management is bound to be a success as each employee would be working hard towards meeting the selected objectives (Wensing & Grol, 2019). Strategic planning defines the implementation measures that would aid in meeting the change demands at the clinics. The employees form a major part of the implementation system because they are the end-users of the HIM (Saha et al., 2020). The end-users at the newly acquired healthcare centers are nurses, physicians, and other medical staff. The strategic plan would allow effective communication of the implementation of the new system by outlining each employee’s role in the desired success of the new system.

Relevant Legal or Ethical Business Principles and Industry Best Practices and their Impact on the Use of Health Care Information Technology for the Hospitals

HIM technology integration will lead to considerable gains for a broader interest in society, especially at Vila Health. These advancements would increase the demand for health care services for these hospitals in the rural centers. The newly acquired hospitals would house different groups working together to ensure that patients receive health care services. Patients would depend on the health care workers to have a positive change in their well-being; physicians are charged with ensuring that they receive health care services. Besides, the government plays a significant role in healthcare institutions by enacting policies that govern the healthcare delivery system. The current HIM policies affecting EHR would apply to these two hospitals. Therefore, the onset of the HIM implementation at these hospitals would trigger more technological policies that govern the operation of the two hospitals to maintain safety and quality care.

The rural health care centers would have to develop a strong information system security to protect the digital information brought in by HIM. The complete overhaul of the system would change all operations to an automated system that requires technological skills. For instance, the new operation of the system under EHR would include the digital method of payment, recording treatment records, and prescription of drugs (Maheu et al., 2018). This information contains rich private data sources that would allow hackers to infiltrate the financial system or hold a patient’s information for their gain. Healthcare systems have been heightening their information security by ensuring confidential information within the hospitals does not land in the hands of unauthorized people. Such private information should not reach the public domain as it may jeopardize patients’ privacy rights by allowing the public to get hold of information that would affect the patients in one way or another. Therefore, a plan to heighten the security of health data at these two hospitals must be on the implementation plan.

HIM technology at these two newly acquired hospitals would trigger HIPPA policy giving the health care centers the legal right to protect patient information. Privacy has deep roots in healthcare history, and Vila health is not an exception. Hospitals must take the initiative of securing their clients’ data can evade making a constant appearance in courts to hear cases of patients complaining that their data reached unwanted people without their consent (Wensing& Grol, 2019). Strict adherence to policy regulations allows hospitals to operate effectively in the environment. Again, the developed security of the client information raises the demands for healthcare institutions’ services. The two newly acquired hospitals would meet the objectives of HIM in their operations (Maheu et al., 2018).The ethical principles of managing and sharing patient data would be a central matter of concern in these hospitals. The nurses and other healthcare professionals must learn effective ways of sharing information with the patients to limit the information from reaching unintended people.

These advancements are important in ratifying mitigation measures that would result in the success of the HIM at the two hospitals. Again, strategic planning also aids in collecting much information on the project success that the new technology would have on the two hospitals. The new system of operation at Vila Health would as well trigger additional security on patient data and ethical principles in dealing with client data.
