Although Health Information Systems (HIM) has existed for more than three decades, the methods of evaluating outputs and outcome from the HIM systems has been a challenge to health care management across the globe (Tsai et al., 2020). Besides, the government plays a significant role in healthcare institutions by enacting policies that govern the healthcare delivery system.
